Procurement and Disposal Unit at ERA
Procurement and Disposal Unit being a support function in the ERA secretariat, it exists to provide technical direction in procurement and disposal, ensure timely availability of quality goods and services at the most competitive prices and contribute to the overall corporate mission.
How is procurement conducted at ERA?
Electricity Regulatory Authority is a statutory body and procurement is conducted in accordance with the principles which are clearly stipulated in national public procurement laws, regulations, and guidelines , ( Public procurement and Disposal of public Assets Act 2003, Regulations and Guidelines associated thereto) Donors procurement guidelines and other international recognized procurement guidelines.
Principles of public procurement and key elements that are emphasized by ERA when conducting procurement and disposal;

Non Discriminatory-PDU at ERA ensures that the procurement and disposal process is not only fair but seen fair, and treats all parties equitably.

Transparency- this involves being open about activities and transactions that are carried out. All activities pertaining to public procurement and disposal should be done in the open manner for public scrutiny.

Accountability –This calls for giving justification/ reason/basis for making a certain decision. It is based on the principle of information sharing among all the interested parties. Accountability calls for giving a report or statement for the role or responsibility that has been entrusted with an individual or entity.

Competition- is a situation where several qualifying bidders compete with one another under the same terms and conditions. PDU emphasizes promotion of competition by subjecting all procurements and disposal to competition unless there are convincing circumstances to the contrary.

Economy &Efficiency –this involves controlling and managing public resources in away to save and achieve value for money. PDU at ERA emphasizes achieving the desired out put using the available and cheapest means or resources.

Value for money-All these public procurement principles are achieved through a well designed institutional frame work that promotes independence in role performance with highest level of confidence.
