Which other Agencies / stakeholders does the Electricity Regulatory Authority work with in the execution of duties for the Electricity sub sector?

ANS:

Electricity Companies/ Agencies/ Stakeholders in the sector and their overall roles:

    • Uganda Electricity Generation Company Ltd (UEGCL) – (the Government company holding for us all the generation assets i.e. Nalubaale and Kiira dams leased out to the concessionaire Eskom (Ug) Ltd.
    • ESKOM Ug Ltd – responsible for the generation of electricity at Kiira and Nalubaale dams using the leased assets from UEGCL. Their concessionaire spans over 20 years from 2003.
    • Uganda Electricity Transmission Company Ltd (UETCL) – responsible for all heavy-duty transportation of electricity to substations and is the bulk supplier (wholesaler) of electricity to Umeme Ltd. UETCL is also the System Operator.
    • Uganda Electricity Distribution Company Ltd (UEDCL) – (the Government Company overseeing for us all the distribution assets presently leased to Umeme Ltd.
    • UMEME Ltd – the electricity retailers who purchase electricity in bulk from UETCL and retail / distribute it along low voltage electricity lines to premises. The concessionaire to operate for 20 years from 2005.
    • Electricity Regulatory Authority (ERA) – The overall overseer / supervisor / regulator of the various electricity companies to ensure fair play in the generation, transmission and delivery of electricity to customers. Also responsible for setting operational and performance standards in the electricity sector. Approves the rates each company should charge at the different levels including end-user tariffs.
    • Rural Electrification Agency (REA) – this Agency carries out the Ministers responsibilities with regards to rural electrification. Additionally the REA receive and review applications for grants.
    • Energy for Rural transformation (ERT) – The Government agency that controls the rural electrification funds within the Ministry of Energy & Mineral Development.
    • Ministry of Energy and Mineral Development – the Government Department / Ministry that provides policy guidance in the development of the Energy sector.
