THE ELECTRICITY SUB-SECTOR ACHIEVEMENTS AND CHALLENGES UP TO MARCH 2008 STRENGTHENING OF REGULATIONS GOVERNING THE ELECTRICITY SUPPLY INDUSTRY ERA has facilitated the implementation of the Electricity Act by enacting a few more Statutory Instruments or Regulations. Two additional regulations were enacted to the earlier six regulations, i.e. Grid Code, Quality of Service, License fees, Safety Installations, and Tariff Regulations. The new ones deal with a.) Light-handed regulation of off-grid small power systems and b.) The application for permits licences and processes for licensing projects. CONCESSIONAIRE INVESTMENTS THAT HAVE BEEN MADE INTO THE SECTOR a) Eskom (U) Ltd This is a South African Company that took over the operations of the Uganda Electricity Generation Company Ltd at Jinja in April 2003. The Company has invested more than the US dollars ($) 6.5 million that they had contracted to inject into the sector within the first 5 years of their twenty (20) year concession. Eskom continues to efficiently invest and operate the power complexes at Jinja. b) Umeme Ltd Umeme Ltd took over from UEDCL in March 2005. Umeme was contracted to invest US$ 65 million in the distribution network within the first 5 years of the twenty (20) year concession. By the end of June 2007, Umeme had declared investments of over US$ 20 million in the network. The network rehabilitation has now taken off in earnest as can be witnessed by new power lines and transformers in areas of Kampala such as Najjanakumbi, Bugolobi, etc.
