THE ELECTRICITY SUB-SECTOR ACHIEVEMENTS AND CHALLENGES UP TO MARCH 2008
IMPLEMENTATION OF THE GENERATION PLAN FOR UGANDA a) BUJAGALI PROJECT The Bujagali 250MW project has been repackaged and the process of selecting an investor has been completed. IPS, Kenya of the Aga Khan foundation is the investor for this project. b) KARUMA PROJECT The project developer is Norpak Power Ltd. The permit was issued by ERA on 23rd May 2003 and will expire on 22nd May 2008. The Ministry of Energy and Mineral Development (MOEMD) has engaged a consultant Tecsult of Canada to conduct due diligence on the development works done so far by Norpak, in order to enable Government decide on the way forward. c) West Nile Rural Electrification Company Ltd The ERA licensed project by WENRECO of developing a 3.5MW hydro power plant at Nyagak in the West Nile region is doing well although it has been slowed down by the recent fuel crisis and the cement crisis that directly affected the civil works on the project. This project when complete will additionally extend the electricity bulk supply network to new areas in the West Nile region. d) Kakira Sugar Works (KWS) (1985) Limited ERA has approved an amendment to the Power Purchase Agreement between UETCL and KSW to increase the power supply to the National Grid to 12MW.
