Introduction The Electricity Regulatory Authority (ERA) was set up following the enactment of the Electricity Act 1999. Members of the Authority were appointed in June 2000 with a mandate to steer the ERA and supervise the setting up of an effective secretariat manned by competent professionals. The Authority members are charged with the responsibility of guiding the implementation of the functions of the ERA as stipulated in the Electricity Act 1999. Background to the formation of ERA In 1997, Government of Uganda through the Ministry of Natural Resources then, drew up a Strategic Plan for the Uganda Power Sector, whose mission was to strengthen and enlarge the power sector so that it is able to provide adequate and reliable energy in order to ensure sustainable social and economic development in the country and maximize interregional power exports. This plan resulted in the Uganda government enacting the Electricity Act 1999, to repeal the Electricity Act, 1964. The new Act is aimed at transforming the electricity sector into an efficient industry to enable it supply reasonably priced and reliable power and to make its full contribution to the economic and social development of Uganda. The new Act is mainly to create efficiency and attract private capital in the energy sector by liberalizing the sector and introduce competition in the electricity sector, through removing monopoly of UEB (forma sole operator of electricity in Uganda) and permitting private companies to operate in the sector. It facilitated the regulation of the sector by creating the ERA. |
